For this reason, they are motivated to sell part or all of their properties at low prices. Developers are aware of this, and in most cases leverage this advantage, and acquire very inexpensive ocean view and ocean front land, which they develop and re-sell with an uplift of 4-10 times the original purchase price. Private investors and others who are looking for a property, quite often end up paying this secondary, more inflated price. They pay it because it is usually the standard market price or it is competitive as compared to prices in similar markets, and in most cases the price is far less than the foreigners will pay for property in their own country of domicile. This large discrepancy between the price local farmers sell their property for, and the price that foreign investors usually pay, is do to unnecessary inflation; the result of having undergone various uplifts from not only the developer, but also brokers, sales agents and negotiators. Farmers are willing to negotiate with us as they would any buyer, because the farmer anyway, does not gain any increase monetarily when the developers, agents, brokers and negotiators add their own ‘uplift’ in these transactions for their own personal gain. Security in the actual Titling process is far stronger than it has ever been due to stringent new laws that the Dominican Title Agency has ascribed to property transactions (site for the new DR Title Agency rules that protect foreign investors/purchasers), but the actual sales/negotiations process is still subject to dishonest practices which inflate the price for buyers. Quite often, lack of integrity manifesting in double, secret contracts stipulating different prices for the seller and the buyer (I have been the victim of this type of transaction) and a multitude of other shady practices will unfortunately tax the end buyer resulting in a higher purchase price. Moreover, if a foreign investor does come into contact with a local farmer directly, bypassing developers, agents and brokers, undoubtedly that foreign investor will not achieve the same price that a local negotiator could achieve for the investor, on their behalf. The trick is in finding a local negotiator who will also not acquiesce to a secret payoff, which will elevate the price, unbeknownst to the purchaser.
