The property has 755 feet of Caribbean Coastline on the National Marine Reserve Park. A sand bottom beach extends from the secluded valley on the south side of the point and there is a private, secluded sand beach on the property. The property offers spectacular 360º viewing of the lush forested mountain interior to the east and unobstructed sunsets over the Caribbean to the west. Whales and dolphins can be seen swimming off shore amongst the Cruise Ships and sail boats. Picturesque Soufriere Bay with views of Scott’s Head and the towering 1,000 foot tall piton, La Sorciere, command the view to the south, while most of the island’s Caribbean coastline and interior mountains are visible to the north. Featured on postcards and tourist brochures, the “notch” is the location of the scene in Disney’s Pirates of the Caribbean, Dead Man’s Chest where the Carib Indians carry William Turner (Orlando Bloom), trussed up on a pole across the hanging rope bridge, to Captian Jack Sparrow (Johnny Depp) sitting in a peacock chair amongst the Carib Indian tribesmen wearing his famous eye makeup with eyelids painted to look like eyes! The elevation of the primary flat building site is 265 feet above the sea. There are several other possible building sites on the property and an orchard is planted on the slope facing west that includes orange, mango, apricot, grapefruit, lemon, lime, cocoa and avocado. The dramatic view from the primary building site south to Scott’s Head, the southern most tip of Dominica, is unparalleled. The entire area below the property is a National Marine Reserve Park. It is off limits to fisherman and the best snorkeling and skin diving sites lie directly off shore. The famed Champagne Underwater Hot Springs is less than a quarter mile north of the property on the other side of the promontory. The view north from the primary building site is just as dramatic with the paved coastal road winding its way along the base of the spectacular mountains and rain forest. The Capital city of Roseau lies in the distance, and hidden in a bay at the northern tip of the island, is Portsmouth, the other major city of the island. Cruise ships anchor regularly at both Roseau and Portsmouth several times each week, bringing tourists from all over the world to visit Dominica, “The Nature Island of the Caribbean”. The property was surveyed in 1997 and again in 2007 by Alfonso Casimir of Pointe Michel. All points were identified in the 2007 survey and were marked with paint or painted stakes. In addition, coconut trees were planted along the survey border on the south side of the property to further identify the line. The topographical map illustrates the position of the main paved coastal road in relationship to the property. It also indicates the positions of Morne Bellevue and the main, flat building site which is at a measured elevation of 265 feet above the Caribbean Sea. The property drops straight into the sea on the north side and offers incredible views to the spectacular boulders in the turquoise & coral sea below. Extended walkways and patios with secure handrails could be built out over the sea to provide for truly unparalleled views and dining experiences. The flat building site adjacent to the paved coast road is approximately 110 x 55 feet with Morne Bellevue rising 50 ft high on the northern side thereof, offering privacy and security. The building site could be expanded by cutting away some of the sloped west side of Morne Bellevue or by constructing a retaining wall around the current site. The initial slope to the west is 53º for about 100 ft and then it shallows to about 35º before falling away to the sea. Coconut trees and pink oleander bushes are planted along the page wire fence currently securing the property along the coastal road. Due to the limited ingress and the vertical topography, the site is extremely private and secure. The closest neighbors on either side are half a mile away from the property. The views down into the sea around the perimeter of the site are every bit as spectacular as the horizontal views across the vistas of the Caribbean Sea to the south, west and north and the verdant green hues displayed by the luxurious rain forests to the east. In addition, the waves crashing against the nooks and crannies of the rocky shore and breathtaking boulders create a symphony of relaxing sounds that bring peace and tranquility to the soul. Buying property in Dominica Alien Landholding License Under a revision of the law in April 2008, all foreign buyers are required to pay an Alien Landholding fee of 10% of the property value to the Dominica government. Foreigner's buying more than 1 acre of land for personal use, or more than 3 acres of land for business purposes, are also required to apply to the government for an Alien's Land Holding License. Transfer fees on real estate are payable by the purchaser and total 20.5% of the purchase price: 10% alien landholders fee 4% stamp duty 2.5% judicial fees 1% assurance fund 3% legal fees The seller also has to pay 2.5% stamp duty on the selling price of the land being sold. Planning Permission All new construction, changes to existing buildings, or changes of use, require planning permission. In most cases permission is granted within 8 weeks of making an application.
