You can fly to San Jose and drive down to Cocles in 4hrs or be driven down by Interbus (minivan with AC for 39 dol per person)or take the local bus (8 dol per person from bus station del Caribe in San Jose). When in Cocles you can also rent a car at the local Poas car rental office.
