UPDATES: I'm pleased to report that my road here, and all the other roads locally have now been asphalted, as promised by the council.
I have recently been running public live events here in my front room with great success! So far we've had an 80's Disco Night, a night of live Forro and a Gypsy Dance night!
The following notes condensed from responses to emails requesting further info.
Property related taxes for this year (2011) are about R$1365 (reais), with a substantial discount if paid early. (Can also be payed monthly).
My Ampla (electric) bill is usually around R$150 per month, sometimes goes up to R$230 if I have lots of guests, ie Carnaval or New Year.
Gas is bottled, so depends on usage, I use 3 or 4 a year at around R$35, delivered.
Bottled water, around R$20 a month, delivered.
SKY is around R$145 a month.
Internet 200kbps is R$70 a month. Faster speeds are available.
Cleaner R$200 per month, one day a week.
Pool cleaner R$ 150 a month plus chemical costs, maybe R$400 a year.
Gardener R$100 a month, primarily grass cutting, twice a month.
I spend around R$350.00 per month on food/household stuff.
The local supermarket is not that cheap generally, (they are much cheaper in nearby Bacaxa and they will deliver for free) but it has a cheap fruit & veg day and a cheap meat day once a week each. They deliver free of charge.
(The file mignon in local supermarket the other day was R$10.29 a kilo! Wednesday Special!)
Most people who holiday here are Brasilians, mostly from Rio. Foreigners are various, some US, some UK, more often European, Belgian, French, German, Norwegian, Dutch, Swiss.

Boqueirao is one of the suburbs along the ocean beach, Saquarema Centro, with the landmark white church on a rock, is where the ocean ebbs and flows through a channel into the lagoon system, and Bacaxa is to the eastern rear of the lagoons.
Boqueirao was originally a fishing village, and at it's centre, it still is. There are a few foreigners living here, and in Saquarema area in general.
Local people here are very helpful and friendly.
Boqueirao is an area with a number of second homes, mostly owned by Cariocas, Rio residents, so it's quiet most of the year, then gets busier at holiday times.
In four and a half years here, I have never had a single moment feeling at risk, and I go everywhere on foot, day or night, usually alone. (Can't say that about my very posh home town in UK!)
There are plenty of facilities within minutes of the house, cafes, bars, beachbars, restaurants, pizzarias, hamburger joints, supermarket, general store, bakeries, clothes stores, pet stores, builders merchants, metalwork shops, carpenters shops, pool supply shops, internet cafes, gymnasium, kite shops, ice cream shops...
Oh yes, and the beach! A seemingly endless white sand beach, empty nearly all year round...
You can find people to do most jobs here, whether house or garden work ie gardener, cleaner, cook, pool cleaner or any building or maintenance work. Everyone has a brother/cousin who does...
People sell door to door, fresh fish, baked savouries, veg, fruit, mats, towels etc.
Nightlife is local style here in Boqueirao, though it can get quite lively on occasion!
Generally more lively in Saquarema Centro, or just outside at Lake Shopping at the weekend, where there are several nightclubs, or else in Bacaxa, the centre of which is usually lively all week round, and which also has several nightclubs.
Many places have live music at the weekends, and the nightclubs cover various types of popular Brasilian music plus some specialise in electronic dance music of a more international flavour.
Shopping/services wise, anything there isn't here, is available in Saquarema Centro, 15 minutes by bus, or in Bacaxa, 30 minutes by bus.
Anything there isn't there, is available in either Niteroi, 100 minutes by bus, Araruama, 40 minutes by bus, or Rio, 150 minutes by bus.
Local buses go from just around the corner, as do buses to Rio and Niteroi, and to Araruama via Bacaxa. Services are excellent (except just after Carnaval) and frequent (except just after Carnaval!)
To buy property here, all you need is a CPF card, which enters you into the taxation system. This entails you having a notarised copy of your birth certificate, a brief trip to the local post office, and shortly after a trip to the Receita Federal in the nearest big city, which from here is Niteroi. Costs are minimal.
Foreigners owning property have exactly the same rights as any Brasilian.
Visa wise, a tourist visa is OK for three months per year, which you can extend on request to up to 6 months per year. You can outstay this and run up a daily fine which is totted up when you leave, which you don't have to pay until you return. Of course if you ran into trouble while you were overstaying, they would probably throw you out!
For a permanent visa, if you are over 50, and you can prove access to $2000 per month, you can qualify for a Retirement Visa. This covers you plus spouse and one or two dependent children (can't remember which).
For an Investment Visa, you need to show an investment of $50,000 (though it has been done successfully with less) and this could be the purchase of a house with the intention of using it for business, ie a pousada (hotel), rental property, bar, restaurant or whatever. You just have to make sure your money passes through the Banco do Brasil, the national bank, during the purchase process so that it registers for the investment visa.
(Don't tell anyone, but at present, the authorities have no system in place to check out that you did what you said you were going to do investment wise.)
